For Phytia just now, I look through the file /pgenerators/PndPythiaGenerator.cxx.

There is line

>
primGen->AddTrack(pdgID, fPx, fPy, fPz, fVx, fVy, fVz);
>

It seems to me, before this line, you can insert your smearing of fVx, fVy, fVz.
