I have checked and already somebody else reported this in the FairRoot forum, but no solution is described there:

Since the installation scheme was verified many times in your Ubuntu 14.04, I believe there is something wrong in your local FairSoft/FairRoot installation which is not connected to PandaRoot. I suggest to try again from scratch, maybe you forgot some command, or you did not realize some error. You could also try the run_tutorial1 of FairRoot, in order to decouple your problem from pandaroot.
