What we have is only the CAD to ROOT converter written by Tobias, the opposite direction does not exist for us or any other experiment. At CERN there is now a student working on the conversion ROOT to CAD. They ask us if we can collaborate with them but we did not see any real use case at that time and non of us (Tobias and me) have really time to take care of such a thing.
Measuring arbitrary points and planes in ROOT is not foreseen, and me personally I don't know about anything in ROOT in this direction. In the TGeo description of geometry you have only volumes in hierarchical structure and you could only get the volume parameters and rotation and transportation matrices but I think this is not what you need.
